The Civil Emergency Plan is the primary document that facilitates the cooperation and coordination of all institutions and structures operating within the Sarand\u00eb port territory to prevent and manage civil emergencies. This plan is applicable to all phases of the emergency cycle, including preparation, response, recovery, and mitigation of impacts on the population.
The purpose of this plan is to draft an important document supporting the new Law No. 45\/2019 \"On Civil Protection\" and to implement the requirements of the National Civil Protection Plan.
Based on the realities and responsibilities of all state institutions and structures, as well as civil society operating in the port, this plan aims to:<\/p>

1.\tPrevent, mitigate, and recover from any damage affecting the population, livestock, property, cultural heritage, and the environment.
2.\tEnsure conditions for state, public, and private institutions for economic activities and for the population to transition from normal living and working conditions to an emergency situation with minimal losses, maintaining order for the safety of people, livestock, property, cultural heritage, and the environment against the effects of a civil emergency.
3.\tGuarantee the use of all available resources and government support to ensure public safety, continuous economic activity, localization of the emergency area, and mitigation of consequences.
4.\tCoordinate and synchronize tasks with state institutions, emergency services, NGOs, and volunteer services to manage civil emergencies.<\/p>

The working group conducts detailed assessments of the emergency situation, compiles the results into a respective report, and submits it to the leaders of the Port Emergency Headquarters. The leaders, along with their subordinate structures, are obligated to provide the working group with the necessary conditions to fulfill their assigned tasks. The report submitted to the institutional leadership authorities is reviewed by the responsible structures.<\/p>

Based on the conclusions of the working group, established by the Joint Order of the members of the Sarand\u00eb Port Emergency Headquarters, the emergency situation is evaluated, or the institutional inability to resolve it with available capacities is assessed. If the working group concludes that intervention is necessary, the responsible structures at Sarand\u00eb Port proceed with all financial and legal procedures for repairing damages or any other necessary measures identified by the conducted expertise in the port facilities or territory.<\/p>

For the direction and organization of operational tasks in extraordinary situations within the Sarand\u00eb port facility territory, the Civil Emergency Headquarters is established, comprising leading representatives of the law enforcement agencies operating within the port territory.<\/p>

The Civil Emergency Headquarters is the executive body responsible for drafting the emergency plan and ensuring its implementation. This structure is an integral part of the civil protection commissions at the district and municipal levels.<\/p><\/div>
